The Prevention of Cruelty to Animals (Animal Birth Control) Rules, 2023 set out how street dog populations are to be handled.
- Healthy street dogs cannot be removed or culled Relocation of dogs has been addressed in Supreme Court orders, and culling and permanent relocation of healthy strays are not permitted under the Rules. Sterilisation and vaccination are the route the framework takes.
- Associations cannot ban feeding An RWA or apartment owners’ association cannot prohibit the feeding of community animals, or threaten or penalise the people who do it.
- Associations must arrange feeding, and site it sensibly Under Rule 20(1) the association or local body is responsible for making arrangements for feeding community animals, and feeding spots are to be designated in places least frequented by children and senior citizens.
- Disputes go to a committee, not a confrontation Rule 20(2) provides for an animal welfare committee to resolve conflict between an association and animal caregivers or other residents.

How to actually handle an encounter
The goal is avoidance and calm, not confrontation. Most trouble between a pet dog and a resident group happens because the pet dog was allowed to approach, or because a human escalated it.
- Know where the groups are and plan around them. Feeding times are predictable; walk past before or after rather than through.
- Shorten the lead and keep moving. Do not stop, do not let your dog stare, do not let it pull towards them.
- Cross the road early rather than at the last moment. Early is calm; late looks like flight and invites a chase.
- Never take a young puppy to meet a resident group. This is not socialisation. Controlled introductions to known, vaccinated dogs are socialisation.
- Do not shout at or throw things at community dogs. It escalates the situation, teaches your own dog to react, and cruelty to animals is an offence in India.

If your dog is bitten, or bites
Get veterinary attention promptly either way, and tell your vet exactly what happened. If a person is involved, they need medical advice about post-exposure treatment without delay. Do not try to resolve a bite incident by argument in the street — exchange contact details, and if it involves an association, use the committee route the Rules provide.
Housing, heat and the size question

Someone feeds street dogs right outside my block. Can the RWA stop them?
An association cannot prohibit feeding or penalise people who feed community animals. What it can and should do is designate feeding spots in places least frequented by children and senior citizens, which is the association's responsibility under the Rules. If the current spot is badly placed, that is the conversation to have — with the association, not with the feeder.
How do I walk my Goldendoodle safely past resident street dogs?
Avoidance and calm. Learn where the groups sit and when they are fed, and route around those times. Shorten the lead, keep moving, do not let your dog stare or pull towards them, and cross the road early rather than at the last moment. Never take a young puppy to meet a resident group — that is not socialisation.
